Woman Escapes From Sheriff’s Patrol Car

The Bay County Sheriff’s Office responded to the Wal Mart on Tyndall Parkway at about 9:40 a.m. this morning in response to a call for assistance with a shoplifter.

Deputies arrested Klani Hill, DOB 6-21-90, of 211 S. Kimbrel in Callaway, and placed her in handcuffs in the back seat of a patrol car. Because of the extremely hot temperatures today, the deputy opened the back window slightly. His patrol car is equipped with bars on the back windows.

As the deputy left the parking lot and stopped at the intersection of 7th Street and Tyndall Parkway, Hill was able to bring her arms around from behind her, under her feet, to the front of her body. At that point she reached through the bars, unlocked the back door, and ran from the patrol car.

A review of security video footage from the Wal Mart security system revealed that Hill returned to the Wal Mart parking lot and got into her vehicle and drove away. Her vehicle appears to be a Buick or Chevrolet model, possibly dark blue in color, with the front driver’s side hubcap missing.

Klani Hill is described as a black female, 5’4”, 120 pounds with brown eyes and black hair. Hill is wanted for Escape, Felony Theft, and Violation on Probation out of Okaloosa County for Grand Theft.

ON 07-12-12 I RESPONDED TO WALMART LOCATED AT 725 N. TYNDALL PKWY IN REFERENCE TO A SHOPLIFTER BEING APPREHENDED. UPON ARRIVAL I MADE CONTACT WITH ASSET PROTECTION MEMBER JOHN ARMSTRONG. ARMSTRONG EXPLAINED TO ME THAT HE OBSERVED A BLACK FEMALE LATER IDENTIFIED AS K’LANI HILL CONCEAL A PAIR OF MEN’S GYM SHORTS INTO A WHITE SHOPPING BAG SHE HAD IN HER POSSESSION.

ARMSTRONG STATED THAT HE OBSERVED HILL WALK PAST SEVERAL CASH REGISTERS EN ROUTE TO THE EXIT/ ENTRANCE DOORS. ARMSTRONG STATED THAT HE APPREHENDED HILL AT THE ENTRANCE DOORS WITH THE ASSISTANCE OF OTHER TEAM ASSOCIATES. ARMSTRONG STATED THAT HE RECOVERED THE GYM SHORTS FROM HILL’S POSSESSION AND ESCORTED HILL BACK TO THE LOSS PREVENTION OFFICE TO NOTIFY LAW ENFORCEMENT OF THE INCIDENT. ARMSTRONG PROVIDED ME WITH COPIES OF THE RECEIPT AND A WITNESS STATEMENT OF WHAT HE OBSERVED.

I PLACED HILL UNDER ARREST WITH HADCUFFS PLACED BEHIND HER BACK DOUBLE LOCKED TO HER WRIST. I THEN ESCORTED HER TO MY PATROL VEHICLE. AS I WAS TRANSPORTING HILL TO THE BAY COUNTY JAIL I ROLLED DOWN MY REAR WINDOWS TO GIVE HILL SOME VENTILATION DUE TO THE HIGH TEMPERATURE. MY PATROL VEHICLE DID HAVE METAL BAR’S IN THE REAR COMPARTMENT WHERE HILL WAS SITTING IN THE EVENT THAT HILL ATTEMPTED TO ESCAPE FROM MY CUSTODY AS I HAD THE WINDOWS HALF WAY DOWN.

AS I APPROACHED THE INTERSECTION OF TYNDALL PKWY AND 7TH STREET. HILL WAS ABLE TO REPOSITION HER HANDCUFFS THAT WERE PLACED BEHIND HER TO THE FRONT POSITION DUE TO HER SMALL FIGURE. HILL WAS ABLE TO QUICKLY REACH OUT OF MY PATROL CAR THROUGH THE METAL BARS WITH HER SMALL HANDS TO REACH THE HANDEL OPENING THE DOOR AT WHICH TIME SHE ESCAPED AND FLED ON FOOT. I LOST SIGHT OF HILL DUE TO THE LARGE AMOUNT OF TRAFFIC IN THE AREA BUT LATER LEARNED THAT HILL FLED TO THE WALMART PARKING LOT WHERE HER VEHICLE WAS PARKED (A DARK COLORED 1999 BUICK FL. TAG BETI89).

I RECEIVED SURVEILLANCE FOOTAGE FROM WALMART’S SECURITY CAMERA’S SHOWING HILL FLEEING ON FOOT FROM MY PATROL VEHICLE EN ROUTE TO HER VEHICLE THEN LEAVING THE AREA. A SURVEILLANCE COPY WAS PLACED INTO EVIDENCE. SEVERAL RESPONDING DEPUTIES & K-9 UNITS ATTEMPTED TO LOCATED HILL BUT WERE UNSUCCESSFUL.

A CRIMINAL HISTORY OF K’LANI A. HILL’S RECORD REVEALED THAT SHE HAD AN OUTSTANDING WARRANT OUT OF OKALOOSA COUNTY FLORIDA FOR FELONY VOP GRAND THEFT, HILL’S FLORIDA LICENSE WAS SUSPENDED FOR FAILURE TO PAY TRAFFIC FINES ON 09-07-10 & 07-23-12, HILL DID HAVE AT LEAST TWO PRIOR CONVICTIONS OF RETAIL PETIT THEFT WHICH ENHANCED HER RETAIL THEFT CHARGE, 2006-03680 DATE 04-05-06 & 2010-005581 DATE 01-24-10. HILL WAS ALSO TRESPASSED FROM WALMART CASE 2010-005581 DATE 01-24-10. I COMPLETED THE NECESSARY DOCUMENTS AND ARREST WARRANTS WERE SIGNED BY JUDGE VAN FOR ESCAPE,FELONY THEFT,DWLSR AND TRESPASSING.
