Unlicensed Roofer Arrested On Multiple Charges

The Bay County Sheriff’s Office arrested three individuals today closing a case of fraud that also included multiple drug charges.

The BCSO was contacted by a victim of John Tolbert. She stated she had searched the local yellow pages and found AKC Contracting and decided to call them to replace her roof and windows. She called the number and reached John Tolbert. She hired him and paid him half the agreed upon money to replace both roof and windows in her home. Tolbert replaced the roof and then asked for the rest of the money to purchase the windows. Once paid, he never showed up to do the work and would not return her phone calls.

The victim located another number for AKC Contracting and spoke with the owner. The owner told the victim that John Tolbert had not worked for him since October 2017 and his company currently had no contract to do work for her.

The victim produced two billing statements from Tolbert. Each statement had the letterhead of AKC Contracting, but requesting payment be made to John Tolbert of Panama Roofing at Tolbert’s personal address. Investigators learned that Panama Roofing dissolved in 2016, and that Tolbert was not a licensed contractor in Florida.

BCSO Criminal Investigators obtained a search warrant and contacted John Tolbert at his residence at 4527 Northshore Rd in Lynn Haven. Found in the home were numerous documents Tolbert used operating as Panama Roofing as recently as 2018. Billing statements from 2018 requested payments be made to him at his home address, not the correct billing address of AKC Contracting.

Also found in the home was methamphetamine, LSD, and marijuana, and marijuana residue.

Tolbert, age 47, was arrested and charged with Possession of Meth with Intent to Distribute, Possession of LSD, Possession of Marijuana Residue, Possession of Marijuana less than 20 grams, Possession of Drug Paraphernalia, Forgery, Grant Theft of $1800, Ongoing Scheme to Defraud, and Contracting Without a License.

Within an hour of arriving at the Bay County Jail, Tolbert called the owner of AKC Contracting and demanded he change his statements about Tolbert not working for the company. Tolbert warned the owner he would be arrested for lying to law enforcement. Once investigators learned of this, Tolbert was charged additionally with Witness Tampering.

Also arrested were two individuals living in Tolbert’s residence.  Christy Reed Sibley, age 45, was charged with Possession of Meth with Intent to Distribute, Possession of LSD, Possession of Marijuana Residue, and Possession of Marijuana less than 20 grams, and Possession of Drug Paraphernalia. Michael Evans Davis, age 41, was charged with Trafficking in Methamphetamine (51.3 grams), and Possession of Paraphernalia.

All three were taken to the Bay County Jail.
