The Bay County Sheriff’s Office executed two traffic stops yesterday that resulted in the arrest of three local men and the seizure of numerous illegal narcotics, including ten grams of heroin.
The first traffic stop occurred at 4:30 pm in the 2000 block of W. 21 st Street. When a K9 dog alerted to the presence of illegal narcotics, officers searched the vehicle and found methamphetamine and prescription pills. Arrested was the driver, Jeffery Scott Ladd, age 46, of 151 Derby Woods, Panama City, on charges of Possession of Methamphetamine with Intent to Sell. Also arrested was the passenger Brian Scott Rinehardt, age 46, of 741 Grace Avenue, in Panama City, on charges of Possession of a Controlled Substance without a Prescription, and Possession of Methamphetamine with Intent to Sell.
The second traffic stop was executed at the same time at Hwy. 98 and Grant Avenue, and resulted in the arrest of Milton Pierce Dean, age 45, of 1025 W 19 th Street. Dean was found to be in possession of ten grams of heroin and multiple other drugs. Dean was charged with Trafficking in Heroin, Possession of Crack Cocaine with intent to Sell, Possession of Cocaine with Intent to Sell, Possession of an Opiate (Oxycodone) with Intent to Sell, Possession of Drug Paraphernalia, and Possession of a Controlled Substance (Xanax) with Intent to Sell.
All three were taken to the Bay County Jail.
